Everyone should know that though Greg'due south commencement suggestsion did not resolve the issue, I had no intention of giving him a "bad rating."  He is the Just person actually trying to assist me.

The Microsoft Store is broken.  There is no error message (just a lawmaking), and then at that place is no style for me to determine whether that particular problem is on the local client (Microsoft Shop app) or on the host (Microsoft Store).  I don't care that the MS Shop does non work -- they can fix that without me.  Microsoft Technical Support has taken control of our new PC for more than than half dozen hours trying to ready their shop trouble while refusing to requite me the Intel app that I need to make the PC work with the docking station.

For reasons I cannot begin to fathom, Intel appears to have decided that the Thunderbolt Control Center for Windows (their app) shall only exist available from Microsoft.  I would love to hear from someone at Intel why this is.

Dell Technical Support says that I must use Intel's Thunderbolt Control Center to "authorize" Thunderbolt devices on the computer.  Dell Technical Support also says they don't take it -- I must get information technology from Microsoft.

I again wasted hours with Microsoft Technical Support today while they refused to provide the thirty-second solution and ran the same faulty playbook they ran yesterday.

Again, for accent:  Thank you GREG CARMACK FOR YOUR Assist.  I GENUINELY APPRECIATE It!

I can get -- and have gotten -- all of the necessary drivers.  They're bachelor from both Dell and Intel.

Did they tell you that this is due to a Store issue? The reason I ask is that the Store is notoriously buggy to where I have to help fix it about a dozen times a day for the past five years. Maybe Support doesn't accept all the fixes similar we do hither. They work from scripts that are frequently old and aren't edited except by Support managers.

I'll give you everything possible that works to gear up the Shop.  Even if you've tried a pace, please practise it over in this sequence:

i) Effort updating Store apps: https://back up.microsoft.com/en-united states of america/aid/402625....

Cheque also the Windows 10 Version number at Settings > System > About. If less than 1909 skip to Step xi to upgrade to the latest by the most stable method.

2) Right click on the time and date in the far correct corner of the taskbar. Choose Adjust Date and time settings, at the top make sure the time is correct. If information technology's wrong, manually arrange information technology and brand certain the sliders for Set time automatically and Set up fourth dimension zone automatically are gear up to on.

iii) Type CMD in Search, run as Admin, blazon in box and press Enter, look until information technology confirms Services were stopped successfully:

internet end wuauserv
net stop bits

Delete everything you find in C:\Windows\SoftwareDistribution\DataStore and C:\Windows\SoftwareDistribution\Download.

Restart PC to restart these Services, or type in Admin Control:

net kickoff wuauserv
net first bits

4) Try running the Windows Store apps Troubleshooter in Windows Settings > Update & Security > Troubleshoot.

5) Blazon CMD in Search box, Run CMD every bit administrator, blazon WSReset.exe and hit Enter. Or in the Search type wsreset.exe select Run every bit administrator.

6) If that fails to fix the problem go to Windows Settings > Apps > Apps & Features to highlight Microsoft Store, choose Avant-garde Options, then Reset. After it resets, restart PC.

seven) If that fails then re-register the Microsoft Store:
Type CMD in Search, run as Admin, copy and paste into box:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml

If you receive error "Cannot detect path 'C:\AppxManifest.xml' because it does not exist" it means the Shop was uninstalled. Effort all the steps here:

If these do not work then skip to Step xi to reinstall WIndows including the Store while keeping your apps, files and about settings in identify..

8) Clear the LocalCache Binder: Open Run by pressing the Windows fundamental + R hotkey.
Copy and paste %localappdata% in Run and click OK.
Open Packages> Microsoft.WindowsStore_8wekyb3d8bbwe > LocalCache folder.
Press the Ctrl + A hotkey to select all content inside the LocalCache folder.
Press the Delete push button.

ix) Type services.msc in Search box, cull Run every bit Administrator, from Services tab ensure that Microsoft Store Install Service is checked, if not restart PC.

Unfortunately, this did non resolve the problem.  I executed everything, in society, except the full Windows installation wiping out all of my applications (I did the repair installation again).  I tried installing a random gratuitous program from the Microsoft Store and it worked, so the shop app itself is not completely cleaved.  The problem appears to be specific to installing the Intel Thunderbolt Control Eye application via the Microsoft Shop.  Microsoft Technical Support does not know or will non say what error lawmaking 0x803FB005 indicates.  Someone at Microsoft knows exactly what throws this error code, but they certainly don't make that information available publicly.

Dell Technical Support says I must use Intel's Thunderbolt Control Center application to authorize my Thunderbolt device.  They say they don't have it and I must get it from the Microsoft store.

I have not constitute any means to contact a back up person at Intel who might be able to shed calorie-free on the subject field.

I have significant experience troubleshooting software problems, and the obvious side by side step (since Microsoft refuses to say what causes error code 0x803FB005 in the Microsoft Store application) is to try a standalone installation of the Thunderbolt Control Centre without using the Microsoft Store awarding.  It is beyond reason to think that it does not exist.  If anyone tin signal me to it, I would be grateful.  Microsoft insists on being unhelpful.  Dell Technical Back up did everything they could, but insists they don't accept the awarding.

The hardware may be defective.  I may need to render the computer to Dell.  I cannot tell if I cannot install Intel's Thunderbolt Control Eye application.
